Governance

In order to carry out its missions and achieve its objectives, LIAT has adopted a governance model structured around several departments, services and councils to perform very specific functions, both at the academic and scientific and at the operation levels.

LIAT's governing bodies are :

Executive Board

The Executive Board guides the operation and management of LIAT at the administrative, educational, academic, and research levels. The Board deliberates on the Institute’s budget and financial accounts. The Executive Board is placed under the authority of the President. The Board ensures with expertise, ethics, and integrity and determines the strategic orientations in the sound governance and development of LIAT.

Academic Council

An advisory body on training and academic matters. The Academic Council is convened by the President at least twice a year. It is also convened whenever necessary. Placed under the authority of the President or by delegation of the Vice-President of Academic Affairs. The Board deliberates on :

  1. Academic and research programs
  2. Examination system and degrees curriculum
  3. Disciplinary matters and issues
  4. Registration and academic year schedule
  5. Terms and conditions governing the completion of the programs.
Disciplinary Council

Deliberative body on the violations of the Code of Conduct. It is chaired by the Vice President of Academic Affairs. It is composed of the Department Chairs, two (2)  faculty representatives, one (1) representative of the administrative staff, and two (2) students representatives. The students representatives do not have the voting right on decisive matters.

Advisory Board

The Advisory Board is composed of seasoned industrial and academic professionals, ranging from pioneers and researchers to dynamic entrepreneurs, all engaged in the digital ecosystem. The Advisory Board main role is to guide LIAT in its strategic development, whether in terms of educational programs and skills to be integrated into the curriculum for the training of the future engineers and experts. Its mission is to analyze the training needs and assist the President in establishing the annual action plan. In addition to the advisory role, the members of the Board have the crucial task of promoting LIAT within the industry.

Founder and President

Christian Makaya, PhD

Dr. Christian Makaya is currently a Principal Scientist at HP Inc where he leads innovation in the areas of artificial intelligence (AI), cybersecurity, and distributed computing. Prior to joining HP, he was a Research Staff Member at IBM and Telcordia Technologies in USA; Visiting Research Scientist at Ericsson and Adjunct Professor at Polytechnique Montreal in Canada. His work has been a catalyst behind several new initiatives and technologies resulting in delivery of high-value capabilities to products and services. For his technical contributions, he has been recognized by several high-prestige awards by HP, IBM, Telcordia, and IEEE. Dr. Makaya has authored numerous technical papers in peer-reviewed journals and conferences. He has several filled patents and hold more than 20 issued patents. Dr. Makaya has supervised several students from undergraduate to PhD in several countries such as Canada, USA, Singapore, UK, and France. He received a PhD. in computer engineering from Polytechnique Montreal. Dr. Makaya serves as a member of technical program committees of various international peer-reviewed conferences. He frequently serves as reviewer for internationally recognized funding agencies in Canada, USA, EU, and Qatar as well as in journals and conferences.

Dr. Makaya is the Founder and President of  the Loango Institute of Advanced Technology (LIAT). His goal is to share his know-how and expertise with the youth of his home country and Africa, but also to contribute to technological innovations, the foundations of tomorrow’s digital economy for the continent. This ambition motivated him to create LIAT, an engineering and  research university in computer science specializing in data science, cybersecurity, networking, and artificial intelligence. LIAT’s mission is to offer high-caliber and innovative education in applied sciences, engineering, and technologies, to train African engineers and experts and develop cutting-edge skills among youth and future generations.
